Would you please tell me the name of a writer in English?

Some 30 years ago, I read an interesting essay in English. I cannot remember the name of the author. I read it in my class. The professor was an authority of the 18th cuntury English literature. The title of the book is "Statesmen" or "Statesman." The essay was filled with "irony,""satire." The author tells the way how to live in the noble society in an ironical tone. Please let me know the name of the author. Thank you so much in advance.
